Most individuals and groups in the public interested in understanding gambling policy and the scope of gaming in Canada do not have the time or resources to access government policy documents and available statistics.  For various reasons, comparative data is difficult to obtain and, hence, gambling policy discussions are based on incomplete data or inaccurate data comparisons.

In 1998, the CWF began a three-year study, the Gambling in Canada Project, to examine issues related to the expansion of gambling in Canada.  Among that project’s 16 reports were two that specifically examined the scope of gambling in CanadaThe State of Gambling in Canada: an Inter-provincial Roadmap of Gambling and Its Impact (1998) and Gambling in Canada 2001: an Overview (2001).

The ‘Gambling in Canada 2005’ research initiative builds on and updates previous CWF research on gambling policy.  It has two objectives:

  • to provide an independent, comparative national overview of gambling policy and statistics in Canada; and
  • to inform policymakers, community groups, researchers, the media and the general public about current gambling policy and statistics.

Data and information will be requested from all provinces and territories involved in gambling as well as available Statistics Canada and other data.  A unique dataset will be created to ensure comparability.  When possible, time series data will be used to show the change in gambling over time.  The data and accompanying analysis will be presented in a single overview report and disseminated broadly.
